The evolving workforce landscape and rapid technological advancements demand a transformation in assessment strategies within Technical and Vocational Education and Training (TVET). Traditional assessment methods often fail to capture the full spectrum of competencies required in real-world settings, such as problem-solving, creativity, and practical skills. To address this gap, authentic and alternative assessments offer meaningful ways to evaluate learners through real-life tasks, projects, and performance-based assessments, ensuring alignment with industry standards and competency-based education (CBE).
This regional training programme is designed to equip TVET curriculum developers and educators with the knowledge and skills to integrate authentic and alternative assessment methodologies into their curricula. By embedding these innovative approaches, TVET institutions can enhance their programmes’ relevance, inclusivity, and effectiveness, ultimately improving graduate employability and industry responsiveness.
By the end of the programme, participants will be able to explain the principles and significance of authentic and alternative assessment in TVET; identify and design various authentic and alternative assessment tools applicable to TVET contexts; develop assessment frameworks that align with competency-based education and industry needs; implement assessment strategies that foster critical thinking, problem-solving, and workplace readiness; and design action plans for integrating authentic and alternative assessment into institutional TVET curricula.
Through this training programme, participants will gain practical insights and tools to implement innovative assessment strategies, ensuring that TVET graduates are well-prepared to meet the evolving demands of the workforce from the SEAMEO-member countries.
Specifically, by the end of the training programme, participants will be able to:
- Explain the role and importance of authentic and alternative assessments in enhancing TVET outcomes;
- Analyse current assessment practices in their institutions and identify areas for improvement;
- Apply innovative assessment strategies to measure technical, cognitive, and soft skills;
- Develop and implement performance-based, project-based, and portfolio assessments; and
- Create an institutional roadmap for integrating alternative assessment approaches in TVET programmes.
Module 1: Fundamentals of Authentic and Alternative Assessment
This module introduces participants to the core principles and significance of authentic and alternative assessment in TVET. It explores the key differences between traditional, authentic, and alternative assessment methods, emphasizing the need for competency-based approaches in evaluating TVET learners. Additionally, participants will examine policies and frameworks that support competency-based assessment, gaining insights into how these guidelines shape assessment practices in different educational settings.
Module 2: Types of Authentic and Alternative Assessments in TVET
Participants will explore various authentic and alternative assessment methods used in TVET, including performance-based assessment, project-based assessment, portfolio assessment, case studies, simulations, and peer and self-assessment. This module highlights how these assessment approaches effectively evaluate practical skills, workplace competencies, and essential 21st-century skills, ensuring that TVET graduates meet industry expectations and workforce demands.
Module 3: Best Practices from SEA Countries on Authentic and Alternative Assessment in TVET
In this session, participants will present country reports (5-8 slides) showcasing their current practices in authentic and alternative assessment within their respective TVET systems. The presentations will be followed by peer reviews and discussions, allowing participants to exchange insights, identify best practices, and explore ways to enhance assessment strategies based on shared experiences.
Module 4: Designing Effective Alternative Assessment Tools
This module focuses on developing practical and effective assessment tools for competency-based education in TVET. Participants will learn how to create detailed rubrics and criteria for authentic assessments, ensuring clarity and objectivity in evaluating learner performance. The session will also introduce digital tools for administering and managing alternative assessments, enhancing efficiency and accessibility. A hands-on workshop will allow participants to develop competency-based assessment tasks tailored to their specific TVET programmes.
Module 5: Designing and Implementing Authentic Assessment Frameworks
Participants will engage in a hands-on workshop on designing and implementing authentic assessment frameworks relevant to specific TVET sectors. Through group discussions, participants will explore strategies for contextualizing assessment approaches, ensuring they align with industry requirements, institutional goals, and learner needs. This module allows participants to develop practical, sector-specific assessment frameworks that can be applied in their respective institutions.
Module 6: Development and Presentation of Institutional Action Plans
The final module guides participants in formulating institutional action plans for integrating authentic and alternative assessments within their TVET curricula. Participants will work in groups to develop strategic plans, incorporating insights from the training sessions. These plans will be presented for peer feedback and expert consultations, allowing for constructive discussions on implementation challenges and opportunities. The module concludes with the consolidation of key takeaways, reinforcing participants’ ability to drive assessment transformation in their institutions.
The course will run for 3 days online and 6 days onsite. It is scheduled from 2-4 June 2026 (Online) & 8-13 June 2026 (Onsite – Brunei Darussalam).
By the end of the training programme, participants are expected to produce the following outputs, namely:
- Country presentations (5-8 slides) on existing practices of authentic and alternative assessment in TVET institutions.
- A draft assessment framework incorporating alternative assessment methodologies.
- Action plans for implementing innovative assessment strategies at the institutional level.
- A repository of best practices, case studies, and assessment tools relevant to TVET.
- Strengthened regional collaboration and knowledge-sharing on assessment practices in TVET.
The participants in this training programme are 20 TVET curriculum developers and educators from SEAMEO-member countries.
They should have prior experience in curriculum and assessment development and a commitment to integrating authentic and alternative assessments into their respective institutions.
Each participant is required to submit a country paper title: “Issues and Challenges in the Integration of Authentic and Alternative Assessments in TVET”. For more information, please refer to the Guidelines for the Preparation of a Country Paper on Page 25. Section 3.3 of the Guidelines will address the competency assessment policy and practices in VTET in respective countries which incorporate their national, institutional and personal experiences. The participants are required to bring curriculum documents in their area of specialisation and a laptop computer.
